Network Rail's Competence Management System
The Scheme is Network Rail's competence management system. It is the way we gain, maintain, assure and renew our competence.
The Skills Assessment Scheme is made up of six risk-based Regimes which cover a range of competencies from Particularly High Risk (Regime 1) to Lowest Risk (Regime 6).
All regimes follow the same 4 steps:
1. Inital Training
Followed by successful completion of knowledge and practical assessment and/or action learning.
2. Action Learning
A process designed to embed training principles into the working environment and enable the individual to put into practice what they have learnt to demonstrate competence.

3. Annual Capability Conversation (ACC)
This is a mandatory component of the Skills Assessment Scheme. A key objective is to promote a genuine discussion with individuals about the competence.

4. Renewal
Renewing a competence, depending on which Regime the competence falls in and the Risk associated with it.

Authority to Work Decision
It is the Line Manager's responsibility to make the decision to award the Authority to Work based on the result of the competence assessment.
