This course is designed to train persons who have been nominated by their line manager/sponsor to enable them to attain the Controller of Site Safety (COSS) competence.
The COSS competence will be held by anyone who is required to set up a safe system of work on or near the line for a group (two or more people).
The COSS course will take delegates through the procedures set out in the Rule Book; Handbook 6 (General Duties of an IWA), Handbook 7 (General duties of a controller of site safety (COSS), Handbook 8 (IWA, COSS or PC blocking a line), Handbook 9 (IWA or COSS setting up safe systems of work within possessions), Handbook 10 (Duties of the COSS and person in charge of a hand trolley) and Handbook 13 (Duties of the person in charge of the siding).
The course includes the importance of using the correct communication protocols and adopting the appropriate behaviours to be able to carry out this role safely and effectively.

Course Description

The delegates will set up a Safe System of Work in accordance with NR/L2/OHS/019
The course includes the importance of using the correct communication protocols and adopting the appropriate behaviours to be able to carry out this role safely and effectively.
Learners attending COSS Recertification events shall provide evidence of 4 practice requirements undertaken during the previous 12 months when attending their re-certification.
(Acceptable evidence: Sentinel electronic logbook, evidence of undertaking the Sentinel swipe activity as the Swiper, completed RT9909 records and completed SSOWPs.)
Learners unable to provide the correct practice evidence will be turned away.

Personal Track Safety
Course Description
Personal Track Safety (PTS) should be undertaken by anyone who is required to routinely work on or near the line. The recommendation is that anyone who is required to go on track (on or near the line) on more than 12 occasions in a 12 month period should obtain the PTS competence. PTS is the foundation competence for all other Track Safety Competencies (e.g. Lookout, IWA, COSS etc).
The eLearning (Step 1) covers the requirements for working safely on the track and includes track terminology, safe systems of work, working on stations and includes working near overhead lines.
The Practical Day (Step 2) uses group and individual activities to practise the learning attained from the eLearning. There will also be a track visit to a live rail environment. Any delegate who is required to work in an OLE or 3rd Rail area under PTS must obtain PTS AC competence (this course includes that requirement).
On completion of the training and following written and practical assessments, a statement of achievement will be issued for each delegate denoting underpinning knowledge and ability to carry out a variety of tasks associated with 'Personal Track Safety'.

Safe Work Manager
Course Description
This course is designed to train individuals to be Safe Work Managers (SWM).
A Safe Work Manager (SWM) may be identified and appointed in a complex worksite under possession where the complexity of the worksite may require an additional Engineering Supervisor (ES) to support to maintain effective control of identified risks.
It is recognised that in multi\activity worksites, the workload associated with the Safe Work Pack process (i.e. managing the number of packs), coupled with that of the Rule Book duties of an ES may be excessive leading to an increase in operational and work activity related interface risk. This also includes in DC line areas the additional responsibilities assigned under NR/WI/ELP/3091.
In order to effectively manage this workload and control of these risks the SWM delegate will be selected with higher pre-requisites from proven and experienced Project Managers from the higher Echelons across multiple disciplines.
The training includes the importance of using the correct planning protocols, applying the SSOW and adopting the appropriate behaviours to be able to carry out this role safely and effectively
Audience

1. Proven experience in managing/supervising a complex worksite in a railway environment subject to GE/RT 8000 Rule Book adherence from planning to delivery.
2. Experience and/or qualification in site risk management.
3. An understanding of the principles underpinning CDM (Construction Design Management) either through experience or evidence of training.
4. Approval for SWM training confirming suitability including review of appropriate non-technical skills and evidence of pre-requisites by a Senior Manager.
5. Recognised safety qualifications IOSH / NEBOSH (National Examination Board) in Occupational Safety and Health ¨C Desirable.
6. Recognised Project Management qualification ¨C (with Professional Accreditation) - Desirable.
7. Educated to Degree or similar qualification where it can be demonstrated that safety management was a core module ¨C Desirable.

1. Identify the differences and benefits of automatic and semi-automatic track warning systems to safety on Network Rail infrastructure.
2. Describe the equipment used in (S)ATWS installations and how these systems are configured on Network Rail infrastructure.
3. Relate the requirements of legislation, the RSSB rule book and Network Rail standards that apply to the installation and operation of automatic and semi-automatic track warning systems.
4. Analyse the installation plan relating it to the geographical location.
5. Select and check the equipment as defined within the installation plan.
6. Make the line block arrangement, communicating with the signaller following safety critical communications protocol.
7. Check the tolerances of the train detector in line with technical specification.
8. Install the train detector in line with technical specification.
9. Run the train detector cable to the junction box considering it as a trip hazard.
10. Install the junction box the correct distance from the line and conduct a test of the train detector.
11. Configure the transmitter and control equipment in line with the plan.
12. Conduct a function test.
13. Work safely at all times, promoting the lifesaving rules and values through behaviour and actions.
