Course Description
RM³ (Risk Management Maturity Model) was published in 2010 as a tool for inspectors assessing duty holders' safety management systems against the requirements for the Railways and other Guided System Regulations (ROGS) 2006.
The Office of Rail Regulation (ORR) has stated that they expect the rail industry to achieve excellence in a number of areas, including safety culture and risk control. They believe that this is only possible through effective and efficient management.
RM³ describes what excellent management capability looks like by means of a five-point maturity scale for key elements of an organisation's safety management system (SMS).
ORR inspectors and duty holders have found RM³ to be a useful tool for setting the standard for SMS and measuring continuous improvement towards excellence. It has been embraced by the UK railway industry and is increasingly influencing activity in Europe.

Pre-requisties
Personal Track Safety certification (PTS).
Competence in the individual discipline to be represented on the SSC.
Competence in Signal Sighting Committee Member and:
Has 12 months experience.
Carried out signal sighting on 10 or more signals that may include:
New simple signal.
New complex signal.
PSR sign and/or other sign.
Stop board or semaphore signal.
Signal under OLE, 3rd/4th rail or electrification standards.
Gantry or cantilever signal where target signal is one of a group of parallel signals.
